Returning Citizens

With 6,000 ex-offenders returning to Washington DC each year, these "Returning Citizens" make up 10% of the population. Due to the recent bi- partisan push for prison reform, the number of newly released men and women is rapidly rising, as are the rates of crime and violence. Upon release they are faced with challenge of setting an example for others in their community, or repeating past mistakes.
