At the dawn of the American occupation in post-World War II Japan, Gen. Douglas MacArthur (Tommy Lee Jones) tasks Sino-American relations expert Gen. Bonner Fellers (Matthew Fox) with weighing the viability of prosecuting Emperor Hirohito as a war criminal. As he ponders a decision he has mere days to make, Fellers reflects on his lost love with a Japanese exchange student (Eriko Hatsune).
